[GF-Users] sieve install ldap/devel rpm

I currently have EL8 and 9 built (and am in the process of building the 
EL10 one) and got rid of the requirement for the -devel package.  It 
still requires the -ldap package, but I can see the issue that is 
causing that and should hopefully have something pushed out to fix that 
in a few days.
