The dovecot23 packages have not been disabled in either el8 or el9 and 
will continue to be built for those platforms as new point releases 
become available from upstream dovecot.  GF will not be building 
dovecot23 for EL10, if you want dovecot 2.3 in EL10 then I recommend 
that you use the distribution stock dovecot packages which is version 2.3.

To summarize:
EL8 and 9 will continue to have the latest point releases of both 
dovecot23 and dovecot24 packages in GF.
EL10 and up will only have dovecot24 packages in GF.
